I am legitimately curious how a distillery devoted to high-class spirits could suddenly produce large quantities of (presumably) low-grade alcohol.  Does he just have it sitting around?  I get that the process is the same, but is he trucking in potatoes, or something even cheaper?

Nothing to it.  Moonshine typically goes directly from still to bottle without the repeated redistillation required to produce fine liquor.  Also, no flavoring, casking or aging involved.  Can use virtually any grain, vegetable or even wood.  Simply perform step one and repeat until the required quality of distillate is achieved.
