The good news is that a kill shot like that would be hard to pull off.

I imagine it would have to be launched from a "cargo ship" in the Gulf of Mexico. It would pretty much be a suicide mission for the people on the boat, as we would know where it came from almost immediately and they would have bombs dropping on their heads.

It would likely be intercepted before it got over Kansas, however blowing it up over Texas would still cause major problems for them.

But at least it wouldn't wipe out the entire country.

That's just my speculation on this. I could be wrong, but I don't see how an EMP could be launched from any other area that would have a hope of making it above Kansas.
