First,of course it is flexible given the amendment process. I'm not referring to that though.  I'm referring to the broad interpretations of many of the clauses in the Constitution.  The language is quite frank and has no need for "interpretation."

As for Art. 1, Sect. 3, Paragraph 3.  I was talking about the principles behind the Constitution.  The 3/5 clause was not a principle behind the Constitution, it is an element of the Constitution which many of the Framers regretted having to put in.  However the Constitution would not be ratified without it.  That's the sad fact of it.
