United States Army-Garrison Hawai’i officials announced the convoys, in addition to the scheduled convoys traveling between Pohakuloa Training Area and Keaukaha Military Reservation in Hilo on June 10.

Roads used during the convoys include Daniel K. Inouye Highway, Mamalahoa Highway, Waikoloa Road, Queen Kaahumanu Highway and Akoni Pule Corridor.

Local authorities, military units, and the PTA Department of Army police are working together closely to coordinate the activity in support of unit training.

The USA is the predominant member of NATO; and is taking interest, as are several other Western nations. Therefore the USA is making sure it's well covered military exercises are going to make it back to Moscow to show Comrade Putin the next cold war is but a signature away.

Still, don't let real world political posturing get in the way of asteroids hitting Earth eh?

Correction:  Asteroid 2015HM10 velocity is actually 18900 miles per second approximate, but I found this:

In principle 3 positions measured by telescope are all you need to determine an orbit. In practice your measured positions have errors, so there is an 'uncertainty ellipse' around the orbit. If you really wanted to know whether an object was going to hit the Earth, you'd want observations over as long a period of time as possible. Another complication is that asteroids and comets are influenced to some degree by non gravitational forces - a thermal force called the Yarkovsky effect for asteroids, and recoil due to release of gas and dust by comets. These forces depend on the physical properties of the asteroid or comet under study so modeling them introduces more parameters into your orbit fit.

Orbit determination by radar observations is somewhat different, because you also get velocity information via the Doppler shift of the reflected signal.

New MOID info:  Closest pass to earth 102 251.388 miles yet if its late by 1.1 hours, it's possible to hit Washington DC, because its arc is out of the North and 1.1 hours you would have to calculate the asteroid to be about 18,900 miles behind schedule with a velocity of 8.5 kilometer/sec and a +-uncertainty of 1.1 hours.  This would make it very close.  I speculate DC just for reference.
