I doubt it, unlike much of the country due to the crazy spending, government employees, defense contractors, lobbyists, lawyers, and make-work bureaucrat jobs the DC area is booming. Even formerly really crappy areas of DC with the 'new' stadium etc have turned around. And N.Va and MD suburbs the real estate is still high. Granted it is mainly due to spending and tax-policy but I don't see the beast stopping especially if Billary is elected. There still are problems with infrastructure (esp the Metro) but they are throwing money at that also.

This sort of thing forcing governments to be precise in its definitions and to not be able to criminalize activity arbitrarily is something I would have thought most conservatives would be strongly in favor of.
