Well, it is a postulate based on actual pentagon revelations, that they "misplaced 4 trillion dollars". Because you know... it's possible to misplace that. Black OPs seems much more likely to me.

Was the Brookings report taken seriously by anyone, or just another report that someone commissioned to cover all their bases and then stuck in a drawer?

Here's the thing. That report was written over 55 years ago. Society has made a lot of progress since then. The "Brookings" argument is invalid.
