By their self designation as Sanctuary Cities they are telling the world that they will not comply with federal law.  They are therefore law breakers and should be subject to prosecution under the applicable statutes.  I realize that the process would be ground breaking in the modern era but not unprecedented.  Recall the Whiskey Rebellion.  I'm not a lawyer but there are probably other precedents.

Americans tend to attribute 'intelligence' to someone with a British accent, whether deserved or not.

I don't.  I have had relatives (now deceased) who had Brit accents and no they weren't Cockneys they were from Leicester mostly.  Some were highly intelligent and others no so much.  Never thought of a British accent by itself as an indication of intelligence.
