I think they make the pupil of the glass eye preternaturally large so it seems to follow you, using the same principle as those old trick pictures.

I've worked with two people with glass eyes and the fake one is the one your eyes are always drawn to, because it's bigger.  The effect can be unsettling.  Deliberately focusing on the real eye is the only way to see their expression.
