You are correct. It would take 75% of the states to change the constitution, and that is not going to happen for this circumstance, protecting the smaller states from the most populous. Our Founders were a pretty smart group.

I used to compete against the Navy bobsled team. They were all SEALS. I wonder if Jesse knew any SEALS that were on the bobsled team. He was on Team 12. Not sure which team(s) the bobsledders were selected from.
