People allege that HAARP in Alaska is obsolete/discontinued. I have no idea either way. They once said the same about Area 51. There is so much mystery relating to HAARP, the affects it produces as well as it's primary purpose(s). Plus apparently the USSR had a similar array, and probably China too. I've heard most of Nick Begich's appearances on Art Bell as well as Alex Jones in the past 2 decades and have no reason to assume that HAARP doesn't or never existed, or is not related to Geo Engineering programs or other modification processes.

I don't know what to think about HAARP, chemtrailing, or mystery noises one way or the other. I just know a lot of people upload some extremely phony stuff to intentionally detract from legit conspiratorial material that is out there. I would think to create a speaker cabinet the size of Gibralter, you would need to feed it some serious wattage and I don't know anything capable of that kind of power except for HAARP. I think a couple of the sky spiral patterns were possibly byproducts of missile testing, but a couple of them do not appear to be caused by anything with report/engines/afterburners etc.. They just kind of appear in a silent sky, no flash or traces/trails.

There used to be a couple of different govt. sponsored web pages with information on the project. There are at least 8 installations world wide last time I checked. Stan Deyo did some research on it too (& also Pine Gap). Those pages are gone now, but they may still be partially retrieved through the wayback machine @ archive dot org.
