Long story short, Eric Burgess mentioned the idea to Hoagland, then he, Hoagland, and another writer approached Carl Sagan.  Carl and Frank Drake designed the plaque and Carl's

It is Hoagland's show, true, but a good radio host makes the show about the guests.

That is why Hoagland will never be a good radio host: he is too wrapped up in himself and cannot set his ego aside long enough to let his guests really shine.  He is always afraid they might outshine him and, boy, does it show!
