The Apex of the tetrahedron should be on the pole. That would put the base points at 19.5

If you put a tetrahedron in a sphere,  scaled so that its bottom points hit the equator, it doesn't matter if you put i t on the north or south pole.  The points on the equator w ill be the same location if you simply mirror it from top to bottom.

So how does he get 19.5 north and south if the equator points are the same?

Or is he talking about lines along the surface from each pole?

Or does he know?
