Me too.  I checked the website and recognized him from TV when I saw his photo.  Hearing him, I pegged him at 85+.  Sounded like he'd had a recent stroke that affected his speech.

Dr Macabbee sounded pretty much like he did the first time I heard him back in the mid/late 90s.  The guy just isn't a very dynamic speaker, not uncommon for pure science "lab rat" types.  Always a nail-biter when you have to put one of those guys in front of senior decision makers.  In addition to the monotone ("electric fan") voice, they are the type who, when asked the time, will tell you how to build a watch.

I don't think Macabbee is that bad, I've certainly heard far worse.  I remember thinking they nailed it with the scientist character played by Brent Spiner in "Independence Day".

I can't say for sure since I fell asleep somewhere during Colonel A's refutation of Lead Investigator B's mentioning on page 19 of declassified Document X-482 that Program XYZ (formerly known as ABC) had found possible evidence corroborating the alleged description of a craft described by ex-CIA official C during interviews held under the moniker IJK but known by insiders as Blue Book Redux that ......... zzzzzzzzzz
