Think about it; a center for mentally disabled people? That's a soft target If there's ever been one.

My understanding is that the orig target bldg is the regional admin center for mental health care and related social services.  Not a treatment location.  I imagine the shooters picked a target with which they had some familiarity; this in is pretty low profile otherwise.  I'm also hearing they started shooting in a conference center in the bldg. where some event was happening.
