Usually every second Star Trek episode in the Voyager era was an action one with battle scenes, and the ones in between were cheaper and character driven.

its been a while since ive seen voyager but there battle damage never carried on did it?, as the ship was back at 100% condition every new episode.

Yeah, there wasn't a lot of carry over between television episodes back then.  Deep Space Nine developed quite a bit over the series though.
