The reason why the Obama administration uses ISIL is because the name ad-Dawlah al-Islāmiyah fī 'l-ʿIrāq wa-sh-Shām basically means Islamic State of Iraq and the Levant. The group wants to be called Islamic State though. ISIS is really a minority thing mostly done in English language media. Most of their enemies use Daesh. Most of their allies just say Islamic State or use the Islamic name for obvious reasons.
