The OSS/CIA see themselves as a modern day Knights Templar. The templar were historically launderers of looted goods from the Crusades. The templar were betrayed, tortured and scattered to the winds by Phillip IV of France.

The obsession with money and power is the CIA trying to prevent another Phillip IV from doing them in. The reason the Templar were done in was because Phillip IV was heavily in debt to the Templar.

Supposedly, the smelting/origin of gold can be determined. The CIA slowly repatriated some of the gold and has supposed ties to people who favor a return to the gold standard or hard currency.

There's actually a chapter in the book where they talk about (what the author thinks is) an operation to pull the gold out of a sunken freighter off the coast of the Philippines.
