Yep. Serpico etc, though I don't think it is that bad these days (mostly.) But this type of prosecuting is the norm. In an ideal world, not ethical- but our system is based on casting wide nets on indictments- and then relying on plea bargaining, deal-making, and game theory (in which pleaing (especially to a lesser-offense), even if innocent, under many circumstances is a better option for those accused.) Cops have strong loyalty to each other and also, in many places, unionized so they are harder to get this way but can still work. More, usually, this same idea is done to 'normal' people. Cast a wide net (or charge with the most serious charge; even if not supported by the evidence), then "bargain", either get some to "roll-over" on someone else or, more usually, plead to a "lesser charge" and keep the revenue generation going, lawyers (on both sides- who all know each other,) and prisons in good business. That is why it is important to get a lawyer (a 'good' lawyer.) Not to seek justice, vindicate yourself, or even (in most cases) defend yourself but to buy off the system (a "good" lawyer knows the prosecutors, DAs, judges, baliffs, staff, etc and can "work a deal", get something "off the docket", delayed, etc.)

My solution is for ppl to grab onto their Second Amendment and prepare to defend themselves.  Don't depend on the coppers.  Having worked that gig, we usually would get there after shit went down. Police work is inherently reactive.  That is the flaw in successful law enforcement. 
The ppl should handle their own business.  In other words, ppl should be the Marines.  The cops should be the army.  Thugs should be dealt with.
It would be bloody for a bit, but it would smooth out as the rabid human animals were put down by law abiding citizens.

Hands off the ppl, hands off their weapons, let's handle this shit.
