I had the ill-fortune to attend a showing of Kid-n-Play's movie "House Party" in a theater on the bad side of town. I don't know how/why I roped into it- but I blame alcohol and boredom. Lucky there was no gun-play or fights but it is a different world watching a movie with that type of audience. It is more like some kind of theater in which the audience participates in the production. Cat-calls, woots, talking back to the screen, even dialogue with the actors on the screen, people milling about not sitting in their chairs, shouting, etc. Amazing.

The tragic case you mention Warren and Taliaferro is important (besides the people involved) is because it lead to a famous court case (Warren v DC) which, essentially, held that the police (or government) cannot be held liable for SPECIFIC DUTY to protect the plaintiffs. ["[t]he duty to provide public services is owed to the public at large, and, absent a special relationship between the police and an individual, no specific legal duty exists."]

The police can still sometimes protect you but, really, they are the clean-up team so you must protect yourself by using common-sense, securing your home, being armed, etc. You aren't going to be able to sue them if they don't protect you. And these days, unless you are calm, not drunk/high, don't live in a bad neighborhood or have had previous negative interactions with the police, and the situation is chaotic- it might not be a good idea to call the police, at least over minor incidents.

ps: I'm not sure if something like a "restraining order" or "being a material witness" or "serving on a jury" would entail a "special relationship" and entitle one to sue if the police didn't protect?
