I'm not familiar with what the "pet laws" are like in Georges area, but in my building, tenants have to provide proof of updated shots to the office, and even receive notices when their vet needs to provide proof of shots etc.  We're not allowed to put food outside for strays, due to concerns of the homeless pets bringing fleas etc to other peoples pets in the building. We have to notify the office of "strays" outside the building, and the office, in turn, calls the animal shelter to come pick them up, give them the necessary care, then put them up for adoption.
