AM Radio Broadcast Stations

AM Stations.  AM stations occupy the frequencies of 540 kHz to 1700 kHz.  These stations are allocated on a non-interference basis.  To be acceptable, an application for a new AM broadcast station must show that no interference will be caused to other U.S. and foreign AM stations on the same frequency, or on the adjacent channels (out to 30 kHz above or below the desired frequency (see 47 CFR 73.37)).  Applications must also consider the second harmonic frequency and intermediate frequency relationships per 47 CFR Section 73.182(s) (for example 2 x 800 kHz = 1600 kHz for the second harmonic relationship; or 800 kHz + 455 kHz I.F. frequency could affect reception on 1250 and 1260 kHz).  In general, these complex engineering analyses require specialized knowledge and software, and are best performed by broadcast engineering consultants.

Rules.  AM station rules include 47 CFR 73.1 through 73.190, and 73.1001 through 73.5009.

Form to Use, Application Filing Fee.  Applications for new AM broadcast stations must be electronically filed on FCC Form 301 during a specified application window period.  Noncommercial educational applicants should also use FCC Form 301.  Commercial applicants must include the new station application filing fee listed in the Media Bureau Fee Filing Guide as well as FCC Form 159 with the fee payment and application.  Please note that payments for commercial applications not paid online must be directed to the lockbox address and NOT the FCC in Washington, D.C.

NOTICE: THE FCC IS NOT ACCEPTING APPLICATIONS FOR NEW AM BROADCAST STATIONS AT THE PRESENT TIME.

The Media Bureau will announce a filing window period at intervals during which new station applications and major change applications can be filed.  Filing window announcements will be made via Public Notice, and posted at several locations on the Commission's website.

FM commercial stations may be authorized on 92.1 MHz to 107.9 MHz, corresponding to Channels 221 through 300.  Noncommercial educational FM stations may also be authorized in this band but these applications must meet the spacing, 70 dBu city coverage and other technical criteria applicable to commercial stations.

Rules.  FM commercial station rules include 47 CFR 73.201 through 73.333, and 73.1001 through 73.5009.

Requesting a New Allotment.  An applicant/petitioner seeking to apply for a new allotment must:

    Electronically file FCC Form 301, Application for Construction Permit, for the specific allotment proposed by the petitioner.  This application must be complete and acceptable.  The applicant must pay the rulemaking fee as well as the application filing fee listed in the Media Bureau Fee Filing Guide as well as FCC Form 159 with the fee payment and application.  Please note that payments for commercial applications not made online must be directed to the lockbox address and NOT the FCC in Washington, D.C.
    On the same day Form 301 is filed, file a petition for rulemaking on letter-sized paper (an original and two copies) through the Office of the Secretary, FCC.  The petition must (1) include the proposed new channel, class, and the community to be served;  (2) the proposed new allotment site must meet the spacing requirements of 47 CFR Section 73.207 of the Commission's rules to other stations, prior-filed applications, and vacant allotments, and (3) the proposed new allotment site must provide at least a 70 dBu signal strength over the entire community of license.

The petition and application must cross-reference each other so that we can associate the two related filings.  We will then consider the merits of the petition for rulemaking.  If the petition for rulemaking is technically acceptable, the Media Bureau will release a Notice of Proposed Rulemaking that will indicate the date by which interested parties can file comments or counterproposals.  If approved, an FM allotment will be created and placed in a future FM broadcast auction proceeding.  At a minimum, the petitioner/applicant must qualify to bid in the auction.  If the applicant is the successful bidder for the allotment, the previously filed Form 301 construction permit application will become the applicant's post-auction long-form construction permit application.  Petitions for rulemaking for new allotments should be directed (in triplicate) to the attention of the Audio Division (MB), c/o Office of the Secretary, TW B204, FCC, 445 12th Street NW, Washington, DC 20554.

The Commission has posted an allotment finder program for commercial FM allotments that may help you identify potentially available channels at a given location.  Please note that there is NO finder's preference awarded for proposing new or modified FM allotments.

Auctions. Once auction filing window dates are announced for allotments that were previously created, instructions for filing applications will be released on a Public Notice and posted on the Audio Division website.  We cannot provide advance information on when the next auction or application filing window might take place (see the general information about auctions).

The thing that does not make sense to me is, Art saying he would exercise his freedom of speech as soon as his contract with PremRat was done.

He has not exercised that right. Why not? Could he be going back to C2C?

Look, I hardly care what your pissing match with GSD is - I suspect it has something to do with challenging you as a self-appointed broadcasting expert. But don't drag me into it and try to wear my ass out because I've had the effrontery to agree with him when he points out the simple fact that Stern and King are household names and Art Bell isn't.

GSD didn't say a goddam thing about ratings, jackass. He made a simple statement which is undeniably true, to the effect that both Howard Stern and Larry King are more well known to the general public than Art Bell. As much as I may detest both of those men - Stern for his aggrandizement of the most vulgar and low in humanity, and King for just being silly and shallow - nothing I think about them changes the fact they are indeed household names known to tens of millions. Art Bell might be the king of late night radio (as Larry King once was, lo these many years ago IIRC), but he's simply not as well known to the general public. That's all GSD said. So don't try to make me a whipping boy for having had the effrontery to agree with some guy you seem to have some feud with.

You need a license to upload to a satelite to syndicate your program. I have to have one for ham radio. The FCC likes to keep track of signals going up through the atmosphere in case of interference problems.

What you just posted refers to an actual radio station getting a license for broadcast. It has nothing to do with an individual being required to have a license to talk on a radio station.

The original post said that the license was for microwave.  That would be a satellite uplink - something a license would be needed for.

Lulz. This has nothing to do with actual success, and is only indicative of Cumulus' desire to air their national spots in as many markets as possible. Sometimes syndicators & shows themselves buy the time. Dave Ramsey does this, and there's been speculation Michael Savage did it with WABC, among others. Cumulus also rolled out Geraldo nationwide when his ratings were below a 1 share. Like I said, it has nothing to do with actual success, it's just a way to air your own spots nationally & not pay for competitors' content.

I would say that Dickey is keen to compete directly with C2C, so it would make sense to send Art to the front lines to do so...were Art so inclined. And from all indications, it would now appear that Art is in fact, prepared to "destroy what he created".

And Cumulus is giddy at the prospect. There's a fight to the death going on between Cumulus & ClearChannel. Almost any opportunity Lew Dickey has to get his little hands tighter around CC's throat is one he's willing to take.

All speculation. As for format, I listened to a stream broadcast where Art interviewed the former Washington muckraking/disclosing reporter Jack Anderson.  Anderson was 77 years old at the time, and while he had lots of good stories to tell, he had the mind lapses one would expect from someone his age.  Art, being a skillful interviewer, was able to steer him in the interview.  That made me think that Art could do a good show that might with far different subject matter than Coast.  Maybe that would be his rationalization of not competing directly with Coast.

1. I think it means he's signed with Cumulus too, or Ross Mitchell will be announcing the new show. Likely both. The only reason Mitchell's announcing for Red Eye is because the morning news show he does on some station in Nevada was absorbed by Cumulus when they took over Citadel. They didn't want him announcing for the competition, so they pulled him off.

2. If I had to guess, yeah, Savage will go to afternoons to fill the Hannity slot & Huckabee moves into Rush's seat (hilarious, but what other choices do they really have). The problem Cumulus is faced with is that they don't want to pay ClearChannel/Premiere for Rush, but they make a shit ton off of him, and I don't see them generating anywhere near the amount of cash with, as you call him, The Baptist Mullah. ClearChannel is likely to be making things especially difficult for Dickey, because they want Rush on WOR along with Hannity. Both companies want to fill up their stations with their own programming, plain & simple.

3. If Art's show is drastically different than Coast, I imagine there'll be lots of unhappy fans.. I can't speak to the man's intentions, but aren't there enough political talk shows?

All I said is that, in June, Art renewed his am license. That's all. I didn't say what it was for, or what he was doing with it, I apologize if my phrasing was bad, in my response but I am doing quite a lot at once right now.  Maybe it has something to do with a license he had with KNYE that he just felt the need to renew. As I said in an earlier post, I don't know Art personally, and none of my information is coming from Art.

If you and the board would like me to stop sharing my information with you all that's perfectly fine, but I am not going to sit here and source every little thing I post. I'm not submitting a paper for peer review here, I am just sharing Art Bell information with a group of his fans. The only person I have attacked here, or even been rude to for that matter, is GSD because he felt the need to bash people who are advanced in age, and my inbox tells me I am not the only one who was noticing that, nor was I the only one to call him out on it.

I was just trying to have fun with all this. Each and every person here is certainly within their right to think my information is bad.

I'm not saying I am a broadcasting expert by any stretch of the imagination, but I work in the entertainment industry, so I have a unique view of things that a lot of others don't have. Not because they are lacking or deficient in some form or another, but because their lives are spent in other industries. I'm sorry if you feel that every little thing posted has to be sourced, but that's unreasonable, and I am unwilling to do it. Posting, and citing the source, of my conversation with Jerry King was something I probably shouldn't have done, but it seemed like it would be more satisfying for people if I included the source in that particular instance. If you don't want to put any faith into what I have said than feel free not to.

Glenn Beck spoke about Cumulus dropping Rush and Hannity. He said Cumulus is broke and will be taking free programing. He also mentioned Craig Kinchen. Kinchen is VP of The Blaze, Beck's network. He mentioned Kinchen was one of the founders of Premiere. Cumulus bought Citadel which had bought ABC radio network. He said he would have more to say if Cumulus actually drops Rush. He said this on the air between 9:30 am and 10:00 am central time.

Someone posted it right from the FCC database. Offical gov. speak and phraseology. In this thread.  In the low 200's. Then the thread exploded in the last 3 days

I've wondered the same thing. I remember seeing a specific date, but I don't want to misspeak and have my innumeracy flame the fires more.

Would love to see a scan/pdf of the application, or something from the FCC/alphabet agency registry showing a microwave uplink out of Pahrump with Art's name on it.

Given the amount of credence we've given the status bar, all this talk of licenses will probably be moot in 24-36 hours :)

They need to be made aware of the excitement Art's return is creating ;)

Anyone tech savvy here who can check and see if Keith and Art moved artbell.com to a server that can handle a tremendous amount of traffic? I can't imagine he has had the site, which has been essentially dead for years, prepared for high amounts of traffic for all this time.
