He's lying to them (or/and delusional, too insulated), reassuring them that we/they are still enjoying the 1950's state of affairs of public perceptions and respect with regard to cops. 1950's tv/film portrayals of cops and cowboys, the good-guys, protect and serve, that myth, has long past ceased to be reconed as a "thruth", and for good reason --  but then, the True/Fake distinctions generally are proving to be Trumps #1in-famy.
