Gunner, I just skimmed through that article and will read it more thoroughly later. Years ago it came to me that the US has lots of electricity generating powerplants sitting in mothballs that could be put into service relatively easy in the event of a catastrophe.

Generators that are built nowadays are usually designed to be resistant to EMP.  It is only the delicate microprocessors used in their aux control systems that are vulnerable but the ones the military uses are shielded. There are thousands of ships with generators on them rusting away in naval mothballs that can be used in an emergency. Some of those ships have nuclear reactors that power those generators. China, despite all their schemes can't bring the U.S. down using EMP and we can certainly wipe them off the earth with our sub launched nukes.

Yes. And it is not limited to naval vessels. I seem to recall about 20 years ago that diesel-electric locomotives were put into service to provide emergency power in Wa state, therefore can be used anywhere in the country.
