Yes, I believe that's what he said.  But didn't he also say the increased costs wouldn't be unsurmountable?  I'm thinking that if the stream listeners go that high, by that time he'll also have more terrestrial affiliates paying more $$$ for advertising.  It's gonna work somehow, because it's obviously meant to be.
