Is it "pay and we will list your number of listeners" or "pay us x amount of money for 1 million listeners or y amount of money and we will say you have 10 million listeners"

wow, from wikipedia.  https://en.wikipedia.org/wiki/Talkers_Magazine
"Ratings for talk shows are based upon "the opinion of the TALKERS editorial board" and are "non-scientific projections... and do not represent exact Nielsen Audio or any other ratings service totals."
that certainly leaves a lot of wiggle room.

fahhhhk that

I just went to their website...  Talkers is a bullshit calling card service.  Did a search for "Art Bell" and found NO valid articles.  All I found were press releases for 1) His return two years ago; 2) His departure two years ago; 3) His return to a Portland radio station.

Press releases are a controlled environment.  They are NOT articles of probing, journalism, per se.

I'm sure Premier(e) is their major account.  Every page I loaded had an ad or a "feature" on a PRM host.

As the Beach Boys sang:  "Wouldn't it be nice..."  that a wholesale dumping of Dave Noorie starts.

Talkers is fun to look at but NOT accurate.  As has already been eloquently pointed out.

So if "Talkers" isn't accurate, is there a radio industry source that is both accurate and above board?  Bateman might have the answer.
