Up until 1969, if your name was called you went to the local draft board and if they knew you or your family, they usually didn't pick you. In 1969, they went to the lottery system because their was so much corruption in the local draft boards.

I don't know if this is the best article, but up until 1969 it was common to get out of your draft notice, especially if you were the only male surviving heir.

The draft board probably wondered what a helmet would do to that hair and decided he was meant for greater things.

p.s. In 63 not many people were actually drafted. I am too tired to look up how many people we're drafted in the 60's but I am sure the data is out there.
