This will not be done. Of course, much of Africa was better off when it was under colonialism,- not so much under the Belgians, Germans, and Portuguese- but certainly under the English (so were places like Pakistan that has gone backwards in time, infrastructure, and law since India became independent and it broke off.) But this is a very not "politically correct" fact that will not be recognized by people. But one can only look at South Africa post-apartheid in terms of level of crime, HIV/AIDS, poverty, employment, etc. Or, better yet, the former Rhodesia that used to feed the whole continent and had "first world" cities. And see once Western influence leaves the area falls apart. Not because that is the nature of blacks but because we left them without a political system (for the most part), skills, artificial borders, and certain favored tribes took over (or sought revenge on favored tribes) and we accepted, and paid, corrupt politicians and strongmen to play our Cold War game.

This plan in the article might be a possible under some UN banner but even then the UN is so ineffective that is highly doubtful. And countries won't want to bear the costs without benefits to them (not on only humanitarian grounds.) It will be up to the Africans (and the Chinese) to stabilize the region. The US strategy of military-might and aide doesn't work but the Chinese model of investment might. I guess one could call what the Chinese are doing is re-colonialism but they don't seem to be (directly at least) determining a country's politics.

followed by a sequence of arguments not containing a real ko one means to me "I don´t like it". Its your own right to like something or not, I fully agree, without being angry to anybody, he says honestly his inclination.

It will work for a basic and invincible reason: The return income of the investments to await with a break even period of 10-15 years followed by an unlimited time of profit that could easy  be 10 to 100 times of the investments for a year in the past. Also long term investments of this profit prospect are attractive enough to struggle for them to get the business. That´s why it will work in any case. The entrepreneurs could be governments, compounds of governments or private organizations. The key is the assignment of such a task by an international organization as the UN, they certainly are not overcharged by this formal act, as they have according taxes to expect for doing nearly nothing, as to only establishing a taskforce to work out the details and manage the "claims".

Details of organization structures and procedures have to be worked out before, it will be a lot of work, but it has to be done quickly, before the Africans overrun Europe, because they would die otherwise in their homelands.
