If you read up on the Japs' Unit 731, the records of South Africa's 'Truth and Reconciliation' commission and Dr. Dr. Wouter Basson and know anything of Ebola and the region it would be quite easy to start an outbreak in that region. Lucky, as you point out, usually the virus outbreak burns itself out. Although, interestingly, the CDC says the incubation period of this strain is 2 to 21 days. It has already reached major cities in the region and there is no reason why couldn't, considering the long incubation period, travel over an airplane to Europe or to the USA (though, I think, we are starting to have some awareness. One person (at least) already has been quarantined in Britain (they were not infected.)) Just recently some smallpox was found in an abandoned closet in the USA.

The good news is I don't think the CDC, or anyone else (aside from some really crazy terror group or cult, would want an global (or even regional)) outbreak of such diseases. But we have the capacity to do so and it wouldn't be that hard for at least a minor outbreak of various things in a region with bad healthcare, beliefs in witchcraft and fear of doctors, high population density, and poor hygiene. Though one could imagine a very nasty and cynical group, or even a government under severe duress, saying "let it go" or something very bad or even developing a cure for their citizens (or themselves) first. I won't even go more detail into the possible genetic manipulation of biological weapons that is even more nefarious and cynical but would seem possible by a developed country with good facilities, but you can read/watch about it below.
