Trump was pressuring them to expedite. More from the same Times article:

"Mr. Trump’s new national security team, led by Mr. Flynn, the former head of the Defense Intelligence Agency and a retired general with experience in counterterrorism raids, has said that it wants to speed the decision-making when it comes to such strikes, delegating more power to lower-level officials so that the military may respond more quickly. Indeed, the Pentagon is drafting such plans to accelerate activities against the Qaeda branch in Yemen.
But doing that also raises the possibility of error. “You can mitigate risk in missions like this, but you can’t mitigate risk down to zero,” said William Wechsler, a former top counterterrorism official at the Pentagon."

Ya, earlier (just after my stumble) I rooted around a bit in his general google and twitter-spheres and saw enough interesting things and off-shoots, topics or people, to go back again later. I wish twitter clients had a bookmark feature rather than having to full-on "like" something in order to mark it somehow.

Encouraged by their government.  Provided ''how to'' guides on crossing the border illegally and then applying for handout programs, by their government.  Once here supported by their government with documents (how would their embassies know who they are in order to provide this?), legal support etc.  Their government tells them much of SW US was stolen from them.

How is all that, as ongoing policy, not ''an act of war''?

Does anyone from Mexico really believe the southwest US would be anything like it is now had it been part of Mexico all along?  It would be like the rest of Mexico is now, and people living there would be trying to cross from there into the US

Once again, we're just Uncle Sap, and we're supposed to accept it and not say or do anything.

After so many years of no response to the domestic terrorists trashing our cities, cutting off federal funds seems like a fairly low key response.

If it were me, and the local governments continued to refuse to arrest and prosecute in any meaningful way, I would send in federal resources (police, National Guard if need be), arrest the violent protesters and the organizers, prosecute on RICO charges, and press for maximum sentences. 

There aren't really very many of these thugs, and once they start being locked up, this all ends.

It's interesting to me that reports say it was 'deliberately destroyed' making it seem like US forces did it, which sounds a bit reminiscent of the Bin Laden raid and that crashed stealth helicopter.

"They are not being used," added another source with direct knowledge of the developments, who similarly expressed concern that the Trump team is "doubling down on cutting out the professional experts."

"They have been emasculated and have no authority," the source added. "But they are still getting hammered by agencies and allies and don't know what to tell them. … Many are heading for the exits."

The concerns come after Trump granted his political strategist Steve Bannon, who is separately constructing his own power center inside the West Wing, membership of the highest rung of the National Security Council, traditionally reserved for Cabinet chiefs.
