Repealing the 17th amendment may be a start. I have mixed feelings about it, but I guess I lean towards states rights and the 10th amendment.

The 9th and 10th amendments go hand in hand.  The 9th says there are more rights than what is listed in the first eight, and the 10th says they are for the individual states to decide for themselves.  In other words, social issues are to be determined at the state level, not the Supreme Court. 

The Congress has the power to make that clear, since they won't the states should do so.

I don't have mixed feelings at all.  The Senate was originally set up to represent the states in DC.  Not only is there nothing wrong with that, it is a badly needed check on federal power.  The 17th should be repealed.

In this case though, it seems what John McCain did literally was treachery.  Whether it was a good thing or a bad thing is another matter.  It seems evident that McCain told McConnell and the Republican Senate Whip that he was going to vote for the legislation and then stunned them by voting against it.  For one thing, McCain had voted in favor of a number of the other 'replacement' options (if not all of them prior to this) and, for another, on Coast to Coast, Noory broke into his own program with the news announcement that 'the Senate has temporarily shut itself down."  (or something like that.)

The obvious consequence of McCain saying he would be onside but then wasn't, was that it took the heat off of Senators Susan Collins and Lisa Murkowski, as McConnell and the Republican Senate Whip did not believe that they needed their votes for this legislation to pass.

I'm a bit hazier on this, but I believe one other consequence is that McCain's surprise vote prevents this legislation from being voted on again. If I recall correctly, in order for the Senate to take up a bill again, one member who voted 'no' has to indicate that they wish to review the legislation.  Usually this is done by the majority leader voting 'no' on a bill they support but that they know will go down to defeat, but in this case, McConnell voted 'yes.'

So, I think there is no question that this was a case of McCain deliberately backstabbing his leadership.  Of course, in the speech that he gave upon his return to the Senate, he stated that he was extremely unhappy with the unprecedented way that the Republican leadership was trying to get any Obamacare repeal/replace passed, so like, Batman's nemesis the Riddler, he did give them a warning.  I and I think most everybody wrote his speech off as 'just talk' since he had been a loyal vote in this process up until this point, but clearly McCain saw himself as doing nothing more than backstabbing backstabbers.  And, as the saying goes 'turnabout is fair play.'
