The CBO is stuck with the rest of the government in a static world view.  If the rules change, people's actions change.  If insurance companies are once again given the ability to offer policies people want, and if people are once again given the ability to choose policies they want, people will get coverage.

All the CBO is doing is looking at the current law, the current number of people covered, and saying if ObamaCare is repealed and nothing else changes - including what insurance companies offer and what consumers do - then X will happen.

They do the same thing for example with taxes.  They look at current economic activity, current tax rates, and current tax collections, then say if taxes go up or down the results will be X.  But they don't take into account the change in people's actions caused by the change in tax rates. 

They still can't explain how federal tax revenue doubled over Reagans two terms, while tax rates went down, so they just lie about it instead.

This is an Art Bell website based in the United States on a radio show based in the United States. Art was a conservative libertarian.
