Like many things it comes down to the States but at least here an ID is $16 ($15 if you do it by mail) and $6 if over 60. And you can register to vote in the same office (or by mail.) Hardly a Herculean task. The problem is to get an ID you need to be able to prove you are a US citizen, resident of the State, and have a SS#, so that partially stops illegals from voting- which is what the "no id to vote" movement is all about. The assumption that blacks, the elderly, Hispanics "can't get ids" is ridiculous and maybe even casually racist.

If you are so poor that you cannot afford $15, one-time fee and you could save up for it, I would imagine that you are on some kind of State or Federal assistance for food, housing, etc. Most all of which--guess what!-- you need identification to apply for. Or possibly are surviving on private and religious charities- many of whom might pony-up $15 for you to get an id.

Since you don't need proof of citizenship to register to vote (except for two states), voter IDS have little value in states that give illegal aliens the right to get drivers licenses.

That being said, I am not sure about other states, but Texas will provide a free ID for voter identification.

Illegal aliens often get social security numbers. Sometimes illegally but due to Obama's DREAMER actions those illegals get issued SS#s. This allows them to also draw benefits even though by statute and intent those social programs are supposed to go to qualified US citizens only.

Even now it is still left to the States except with specific prohibitions against certain kinds of discrimination. Here in Ohio at least, it had to be a government issued photo ID. So social security card wouldn't work.
