Those upcoming five days of rain scheduled for the Lake Oroville watershed have just been alleged to be scheduled for snow instead.

LEARN TO SKI just doesn't have the same ring to it, honestly. I bet Maynard could make it hum, though.

I still think the main spillway was blown with explosives, the $50 bill dam break(emphasis mine), ALL OF IT. However, I have been keeping a close eye on the weather radar, and it seems to me that a Haarp type system is being used to block the rain, and push it North, away from the dam. The rains will not hit.
To the left here is a storm that has been stalled 200 miles West of the dam for more than a day now. It is being mostly kept in the ocean. How would Haarp do that? By creating a high pressure region between the dam and the storm. The storm will not pass through a high pressure region. All they have to do is keep a high pressure zone over the dam, and the rain will not come.
They can probably have this in any flavor they want, but the outcome now will be that the dam will not be allowed to fail because the plot to destroy it was uncovered.  "

What intrigues me about this scenario is when one places it in context of other "happenings" in northern California in the past few years, which I have occasionally blogged about. Recall a few years ago there was an attack on an electrical p0wer substation at the southern end of the silicon valley (see https://en.wikipedia.org/wiki/Metcalf_sniper_attack). The attack was characterized by state authorities as highly professional: it was executed in short time, damage was created that showed precise knowledge, and the attack was carried out in a time that allowed the perpetrators to enter the substation, attack, and leave before authorities were able to respond. There have been other curious incidents in northern California, including attacks on internet cables - again, having all the appearance of having been carried out by professionals - in the San Francisco bay area (See https://gizadeathstar.com/2015/09/those-attacks-on-computer-network-infrastructure-in-the-bay-area-continue/). And notably, these incidents were in the same general region as the Oroville dam. And they all involve infrastructure.

This spillway failed at 28% capacity ?   

The engineers are totally confused at what happened, and are saying they can't explain it because "it was not supposed to do that".
